【錯誤】網傳「菲律賓總統杜特蒂的良心發言」？

*美國不斷在高唱和平與建設，其實全是騙人的東西。
*中國才是真正在建立一個「命運共同體」的國家。
一個善用不斷提升的國力，應用在科技，軍事和經濟實力，努力去維持世界和平。
當然這也會讓美國怒火冲天。
*世界本和平，為何美國要把世界弄成那麼亂？
中國只希望在科技上發展成一個強大的國家，這樣一定會讓美國非常憤怒。
所以在未來的中美鬥爭中，中國所行的路是互利及雙贏，而美國愛走自己的路。

《Vera Files》指出，網傳「杜特蒂發言」的14個要點，其中有3個要點是指稱杜特蒂抨擊美國銷售軍火武器，提到「美國賣給菲律賓唯一重要的商品就是『軍火』」、「美國製造仇恨可以讓大家向美國購買更多軍火武器」、「美國需要不斷地製造動亂和衝突，藉機出售大量武器」等。

《Vera Files》協助搜尋杜特蒂近期提到美國出售軍火相關的言論，是在2019年的兩個場合。

一是2019年6月9日菲律賓總統府公布的新聞稿，杜特蒂表示，菲律賓於2016年停止向美國購買武器，但2019年已重新考慮將向美國購買武器。

這則新聞稿指出：「美國在2016年基於人權因素停止向菲律賓出售武器。而杜特蒂在2019年6月7日受訪時指出：『美國曾經很有幫助，在購買武器上，我們曾經有很糟的經驗，但現在他們有新的政策，我們會重新考慮。』」

杜特蒂在這一篇新聞稿說：「如果我們覺得有那部分的需求，我們會買...但我要對美國和華府說，當你剝奪我們的武器，我們會尋求更便宜、更好的武器。而且已經有合約、備忘錄——有購買的意向。所以我們不會損害這個義務。」
